ECB's Draghi defends bond-buying plans to Germans

BERLIN (AP) ? The head of the European Central Bank sought Tuesday to win a skeptical German audience over to his plans to buy potentially unlimited amounts of government bonds to help the continent's most indebted states survive the financial crisis.

Mario Draghi told the annual conference of Germany's main industry lobby group, the Federation of German Industries, that there are already signs the ECB's announcement of its plans is having a positive effect on financial markets.

The ECB says it will only consider buying countries' bonds if their governments first apply for aid from Europe's bailout funds, which comes with conditions on their spending policies. The German government has signaled its support, but the plans have still generated worries that the purchases could undermine the ECB's official mission of fighting inflation.

Bundesbank President Jens Weidmann says they come too close to using the ECB's power to print money to support governments' finances.

Draghi tackled those worries head-on, telling his audience that the ECB's governing council had faced a choice of saying "nein zu allem" ? German for "no to everything" ? or acting to stabilize market conditions, which was necessary for its monetary policy to function properly.

"These new steps are not a departure from our mandate ? in fact they are the only way to ensure that we continue to fulfill our mandate," Draghi said. "In the current circumstances the greatest risk to stability is not action, it's inaction."

He also nodded to the concerns of the Bundesbank ? which, industry federation head Hans-Peter Keitel noted as he introduced Draghi, is "an icon in Germany."

Draghi said he had "an enormous respect for the Bundesbank, and many of the concerns that were expressed are entirely shared by me and the rest of the governing council ? although we may have different views about the response."

The ECB president earlier met with German Chancellor Angela Merkel, who has supported his new bond-buying plans.

The two agreed Tuesday that governments must remain committed to reforms in order to improve competitiveness and restore credibility, Merkel's spokesman, Steffen Seibert, said in a brief statement.

"Our measures can only build a bridge to a more stable future," Draghi said.

The measures, he added, must be complemented by government actions to create stronger institutions for the eurozone. Among the biggest that European leaders are working on is a banking regulator with the power to rescue lenders anywhere in the region.

"They are making progress in this direction," he said.

One key challenge, Draghi noted, was to ensure that the market relief that comes from the ECB plan to buy bonds and European efforts to integrate does not weaken individual governments' resolve to reform their economies and public finances.

Since Draghi announced the ECB was considering bond purchases, stock and bond markets have rallied, particularly in debt-heavy Spain and Italy.

Draghi said that, since the beginning of September, banks in the eurozone have issued about ?27 billion ($35 billion) in new debt, the most since March. "Some of these banks had not been able to access the market for almost 6 months previously," he said.

He won applause for underlining the ECB's insistence on reforms as a precondition for considering bond buys

The charm offensive appeared to play well with Draghi's hosts.

"I think you improved confidence ... by your very clear statements especially to safeguard price stability and the clear message that the ECB would guarantee conditionality in all its measures," Keitel said.

Merkel's office said the chancellor and Draghi discussed the plans to set up the new Europe-wide banking supervision system.

European Union plans call for the ECB to take on that task, though the details and timing remain unclear. Germany is concerned that the task to supervise and rescue banks might get in the way of the ECB's mission to control inflation in the eurozone, but Draghi said it would not become a problem.

"We'll guarantee the firm separation of monetary policy from supervisory tasks," he said.

Google axes music download service in China

Google Inc will close down its online music download service in China next month because of pressure from its rivals like Baidu Inc and Tencent's QQ.

The service will close on October 19, Google said.

"This is part of an ongoing effort across Google to bring greater focus to our portfolio of products," the Shanghai Daily Saturday quoted the company as saying.

"Our goal is to simplify and improve the Google experience for our users and to devote more resources to high impact products that improve the lives of billions of people."

In its Chinese-language company blog, the US-based search giant admitted that the music website's impact had been "less than expected".

As with Google's core online search business, the music service found it difficult to compete with its domestic rivals, according to the newspaper.

By the end of second quarter, Google had 15.7% of the online search market in China, the world's biggest internet market with 538 million computer users.

That was far behind market leader Baidu, which had a 78.6% market share.

Google's market share declined from more than 30% to 15% after it moved its China servers to Hong Kong in 2010.

Google's music website made its debut three years ago.

Armed man holds hostage in Pittsburgh, while posting on Facebook

PITTSBURGH (Reuters) - An armed man was holding a hostage inside a Pittsburgh high-rise building on Friday, authorities said, and he appeared to be posting messages about his situation on Facebook.

Police were negotiating with the man who said he had a gun and also a bomb in a 16th-floor office at 3 Gateway Center, Pittsburgh Police Chief Nate Harper told reporters at the scene.

"He is not telling negotiators why he's doing this," Harper said. There have been no injuries, he added.

Police identified the man as Klein Michael Thaxton and said they were talking to him by telephone and monitoring his Facebook page.

On Facebook, a man who appeared to be Thaxton was posting messages at mid-morning. He also posted what he claimed was his telephone number.

"how this ends is up to yall," said one of his Facebook messages.

In another message, he wrote: "i cant take it no more."

"this life im livn rite now i dnt want anymore ive lost everything and i aint getting it back," said another message.

Several people responded to him on Facebook saying they were praying for him and encouraging him to cooperate with police.

But others were urging him to continue his standoff with police, Harper said. Police were monitoring those Facebook messages and those people could face criminal charges as accessories, he said.

Police said they were considering asking Facebook to take down Thaxton's page and as of early afternoon, it was no longer available.

Thaxton walked into the office shortly after 8 a.m. and took one man hostage, police said, but had not made any demands.

Harper said Thaxton was being cooperative and calm and that police were willing to be patient in resolving the standoff.

"We might be here for a while," Harper said.

Thaxton's mother was escorted inside the building to talk to her son, but she told police did not know his motive, Harper said.

As she left the building, she was visibly distraught.

"I just want him to get the help he needs," she said, refusing to give her name.

The incident was taking place in the office of a company that handles union pensions, but police said Thaxton did not appear to have any connection to the company.

On Facebook, the man believed to be Thaxton also wrote: "welln pops youll never have to worry about me again you'll nevr need to by me anything no need to ever waste ur hard earned money on me. i'll live n jail you dnt want me around anymore thats kool bye..."

Police said the suspect was believed to be ex-military, and Thaxton's mother confirmed that her son had served in the U.S. Army.

The situation was contained and rest of the office building was not evacuated, Harper said. Police cordoned off several streets around the office building.

Allies use power of purse against Syrian regime

SCHEVENINGEN, Netherlands (AP) ? A coalition including the United States, the European Union and the Arab League met Thursday to plot new ways of isolating the regime of Syria's President Bashar Assad, as a Syrian opposition leader warned that sanctions alone won't bring the regime down.

The group called "Friends of the Syrian People" was set up in February after the U.N. Security Council was unable to reach agreement on a resolution condemning Syria's government, due to opposition from Russia and China.

On Thursday, financial experts joined representatives of the group at their meeting in The Hague, Netherlands, to help member countries understand how Syria may be using dual-use technologies and front companies to get around the existing sanctions, which include an embargo on oil and arms trade with Syria by participating nations. Twelve more countries have joined the 60-member coalition, committing also to block Syrian financial transactions, and enforce a travel ban on the country's top leaders.

The uprising against the Syrian government began in March 2011 as part of Arab Spring protests, and intensified after Assad's government used the country's military in an attempt to end them with violence. The United Nations estimates that at least 18,000 people have been killed as a result of the fighting, most of them civilians. More than 1.5 million people have been displaced, many fleeing as refugees to neighboring countries such as Turkey and Jordan.

Dutch Foreign Minister Uri Rosenthal said the sanctions are having an effect, despite non-participation by Russia, China and Iran, citing sharp fall in Syria's oil exports.

"The EU took 90 percent of Syria's oil," before the sanctions were applied, he said. "It turns out to be hard for the regime to sell oil elsewhere."

Abrahim Miro, a member of the Syrian Governing Council ? an umbrella organization of Syrian opposition groups cooperating to overthrow the government ? said that the sanctions alone will not bring Assad's regime down. He said the sanctions, together with armed resistance by the Syrian Free Army "will actually cause the economic heart attack and also the military heart attack of the regime."

Miro said that Syria's continued trade with Iraq and Iran ? which were not present at the Thursday meeting ? is a major source of concern for the opposition.

Abdo Hussameldin, a former official in Syria's oil ministry, who in March became the highest-ranking member of the government to defect, said that the economic sanctions were demoralizing and delegitimizing the regime in the eyes of the country's people. But he agreed with Miro that the sanctions alone won't force Assad from office as long as his regime continues to get financial support from countries such as Russia, Iraq, Iran, Venezuela and Lebanon.

Did a 'forgotten' meteor have a deadly, icy double-punch?

When a huge meteor collided with Earth about 2.5 million years ago and fell into the southern Pacific Ocean it not only could have generated a massive tsunami but also may have plunged the world into the Ice Ages, a new study suggests.

A team of Australian researchers says that because the Eltanin meteor ? which was up to two kilometres across - crashed into deep water, most scientists have not adequately considered either its potential for immediate catastrophic impacts on coastlines around the Pacific rim or its capacity to destabilise the entire planet's climate system.

"This is the only known deep-ocean impact event on the planet and it's largely been forgotten because there's no obvious giant crater to investigate, as there would have been if it had hit a landmass," says Professor James Goff, lead author of a forthcoming paper in the Journal of Quaternary Science. Goff is co-director of UNSW's Australia-Pacific Tsunami Research Centre and Natural Hazards Research Laboratory.

"But consider that we're talking about something the size of a small mountain crashing at very high speed into very deep ocean, between Chile and Antarctica. Unlike a land impact, where the energy of the collision is largely absorbed locally, this would have generated an incredible splash with waves literally hundreds of metres high near the impact site.

"Some modelling suggests that the ensuing mega-tsunami could have been unimaginably large ? sweeping across vast areas of the Pacific and engulfing coastlines far inland. But it also would have ejected massive amounts of water vapour, sulphur and dust up into the stratosphere. "The tsunami alone would have been devastating enough in the short term, but all that material shot so high into the atmosphere could have been enough to dim the sun and dramatically reduce surface temperatures. Earth was already in a gradual cooling phase, so this might have been enough to rapidly accelerate and accentuate the process and kick start the Ice Ages."

In the paper, Goff and colleagues from UNSW and the Australian Nuclear Science and Technology Organisation, note that geologists and climatologists have interpreted geological deposits in Chile, Antarctica, Australia, and elsewhere as evidence of climatic change, marking the start of the Quaternary period. An alternative interpretation is that some or all of these deposits may be the result of mega-tsunami inundation, the study suggests.

"There's no doubt the world was already cooling through the mid and late Pliocene," says co-author Professor Mike Archer. "What we're suggesting is that the Eltanin impact may have rammed this slow-moving change forward in an instant - hurtling the world into the cycle of glaciations that characterized the next 2.5 million years and triggered our own evolution as a species.

"As a 'cene' changer - that is, from the Pliocene to Pleistocene - Eltanin may have been overall as significant as the meteor that took out the non-flying dinosaurs 65 million years ago. We're urging our colleagues to carefully reconsider conventional interpretations of the sediments we're flagging and consider whether these could be instead the result of a mega-tsunami triggered by a meteor."

The more people rely on their intuitions, the more cooperative they become

ScienceDaily (Sep. 19, 2012) ? It's an age old question: Why do we do good? What makes people sometimes willing to put "We" ahead of "Me?" Perhaps our first impulse is to be selfish, and cooperation is all about reining in greed. Or maybe cooperation happens spontaneously, and too much thinking gets in the way.

Harvard scientists are getting closer to an answer, showing that people's first response is to cooperate and that stopping to think encourages selfishness.

David Rand, a Post-Doctoral Fellow in Psychology, Joshua Greene, the John and Ruth Hazel Associate Professor of the Social Sciences in the Department of Psychology, and Martin Nowak, Professor of Mathematics and of Biology, and Director of the Program for Evolutionary Dynamics, have published their findings in the September 20 issue of Nature. They recruited thousands of participants to play a "public goods game" in which it's "Me" vs. "Us." Subjects were put into small groups and faced with a choice: Keep the money you've been given, or contribute it into a common pool that grows and benefits the whole group. Hold onto the money and you come out ahead, but the group does best when everyone contributes.

The researchers wanted to know whether people's first impulse is cooperative or selfish. To find out, they started by looking at how quickly different people made their choices, and found that faster deciders were more likely to contribute to the common good.

Next they forced people to go fast or to stop and think, and found the same thing: Faster deciders tended to be more cooperative, and the people who had to stop and think gave less.

Finally, the researchers tested their hypothesis by manipulating people's mindsets. They asked some people to think about the benefits of intuition before choosing how much to contribute. Others were asked to think about the virtues of careful reasoning. Once again, intuition promoted cooperation, and deliberation did the opposite.

While some might interpret the results as suggesting that cooperation is "innate" or "hard-wired," if anything they highlight the role of experience. People who had better opinions of those around them in everyday life showed more cooperative impulses in these experiments, and previous experience with these kinds of studies eroded those impulses.

"In daily life, it's generally in your interest to be cooperative," Rand said. "So we internalize cooperation as the right way to behave. Then when we come into unusual environments, where incentives like reputation and sanctions are removed, our first response is to keep behaving the way we do in normal life. When we think about it, however, we realize that this is one of those rare situations where we can be selfish and get away with it."

Unlike many psychology studies, which use small numbers of college students, these experiments tested thousands of people from around the world using Amazon Mechanical Turk, an online labor market that's becoming an increasingly popular tool for social science research.

According to Rand, the findings highlight an interesting and counterintuitive truth -- that careful thought and reflection have a dark side. But is reflection always bad?

"When it's 'Me' vs. 'Us,' our intuitions seem to work well. That's what's going on here," explains Joshua Greene. "But what happens when people have different moral intuitions, for example, about abortion or raising taxes? When intuitions clash -- when it's the values of 'Us' vs. 'Them' -- reasoning and reflection may be our best hope for reconciling our differences."

"Over millions of years we've evolved the capacity for cooperation," explains Martin Nowak. "These psychological experiments examine the causes of cooperation on a shorter timescale, on the order of seconds. Both perspectives are essential as we face global problems which require cooperation on a massive scale. We need to understand where cooperation comes from historically and how best to make it happen here and now."

NASA Mars rover targets unusual rock enroute to first destination

ScienceDaily (Sep. 19, 2012) ? NASA's Mars rover Curiosity has driven up to a football-size rock that will be the first for the rover's arm to examine.

Curiosity is about 8 feet (2.5 meters) from the rock. It lies about halfway from the rover's landing site, Bradbury Landing, to a location called Glenelg. In coming days, the team plans to touch the rock with a spectrometer to determine its elemental composition and use an arm-mounted camera to take close-up photographs.

Both the arm-mounted Alpha Particle X-Ray Spectrometer and the mast-mounted, laser-zapping Chemistry and Camera Instrument will be used for identifying elements in the rock. This will allow cross-checking of the two instruments.

The rock has been named "Jake Matijevic." Jacob Matijevic (mah-TEE-uh-vik) was the surface operations systems chief engineer for Mars Science Laboratory and the project's Curiosity rover. He passed away Aug. 20, at age 64. Matijevic also was a leading engineer for all of the previous NASA Mars rovers: Sojourner, Spirit and Opportunity.

Curiosity now has driven six days in a row. Daily distances range from 72 feet to 121 feet (22 meters to 37 meters).

"This robot was built to rove, and the team is really getting a good rhythm of driving day after day when that's the priority," said Mars Science Laboratory Project Manager Richard Cook of NASA's Jet Propulsion Laboratory in Pasadena, Calif.

The team plans to choose a rock in the Glenelg area for the rover's first use of its capability to analyze powder drilled from interiors of rocks. Three types of terrain intersect in the Glenelg area -- one lighter-toned and another more cratered than the terrain Curiosity currently is crossing. The light-toned area is of special interest because it retains daytime heat long into the night, suggesting an unusual composition.

"As we're getting closer to the light-toned area, we see thin, dark bands of unknown origin," said Mars Science Laboratory Project Scientist John Grotzinger of the California Institute of Technology, Pasadena. "The smaller-scale diversity is becoming more evident as we get closer, providing more potential targets for investigation."

Researchers are using Curiosity's Mast Camera (Mastcam) to find potential targets on the ground. Recent new images from the rover's camera reveal dark streaks on rocks in the Glenelg area that have increased researchers' interest in the area. In addition to taking ground images, the camera also has been busy looking upward.

On two recent days, Curiosity pointed the Mastcam at the sun and recorded images of Mars' two moons, Phobos and Deimos, passing in front of the sun from the rover's point of view. Results of these transit observations are part of a long-term study of changes in the moons' orbits. NASA's twin Mars Exploration Rovers, Spirit and Opportunity, which arrived at Mars in 2004, also have observed solar transits by Mars' moons. Opportunity is doing so again this week.

"Phobos is in an orbit very slowly getting closer to Mars, and Deimos is in an orbit very slowly getting farther from Mars," said Curiosity's science team co-investigator Mark Lemmon of Texas A&M University, College Station. "These observations help us reduce uncertainty in calculations of the changes."

In Curiosity's observations of Phobos this week, the time when the edge of the moon began overlapping the disc of the sun was predictable to within a few seconds. Uncertainty in timing is because Mars' interior structure isn't fully understood.

Phobos causes small changes to the shape of Mars in the same way Earth's moon raises tides. The changes to Mars' shape depend on the Martian interior which, in turn, cause Phobos' orbit to decay. Timing the orbital change more precisely provides information about Mars' interior structure.

During Curiosity's two-year prime mission, researchers will use the rover's 10 science instruments to assess whether the selected field site inside Gale Crater ever has offered environmental conditions favorable for microbial life.

Because all my hard money lending is done in California and to people who buy, rehab, and sell foreclosures, this news story caught my eye. The California legislature recently passed a law making it harder to banks to foreclose on property owners. According to Reuters, the bill prohibits banks from ?dual-tracking? loans ? proceeding with the foreclosure process while also in loan modification negotiations with the owners. The bill also lawsuits against robo-signing. The bill still has to be signed by the governor before it becomes law, but he is expected to sign it. On the surface, this law sounds good to me. I will freely admit the first I heard about it was from the above linked article and the facts in that article are the extent of my knowledge of it. I do think robo-signing is a big problem. When your actiosn can result in people losing their home and being forced out onto the streets, you need to have someone carefully look over the documents before foreclosing. This just stands to reason. As to the prohibition against dual-tracking, I?m OK with that as well. Yes, it may result in longer times to foreclose on a property. But if a borrower is in talks with a bank to modify their loan, I think they would reasonably conclude that the bank would pause foreclosure proceedings while they are attempting to work out a settlement. Further, without this restriction, the bank has a huge advantage at negotiating ? they would be able to drag out the talks until foreclosure was a day away, leaving the borrower with no choice but to either accept the terms the bank offered or lose his or her house. How will this affect my lending? I expect to see a slowdown in houses for sale at auction for the 6 or so months after this bill becomes law. This will represent the time banks have to wait while they attempt to reach a loan modification deal before proceeding. There is nothing in this law, to my knowledge, that requires the banks change what loan modification terms they must accept, so they will still be reaching the same decision on modifying loans or not, resulting in about the same number of houses going to foreclosure. Foreclosure sales drop during year?s second quarter

The data firm reported that, as of July, there were 1.47 million homes in some stage of the foreclosure process or owned by banks. A total of 620,751 were said to be in lenders? possession, but only about 15 percent of those are listed for sale, RealtyTrac reported. The foreclosure properties are even sparking bidding wars in some areas of the country.

Creating deep engagement, from the bottom up. - Text by Norman Ng

Your monthly progress report on your social media campaigns is due: you cross your fingers that your fan acquisitions have increased with more likes on your Facebook page and more follows on your Twitter site. After all, aren?t these numbers supposed to indicate the level of success of your social media endeavours?

Or so we think. In fact, as we mature and move towards Government Social Media 2.0, we are actually more concerned with the quality of engagements, as the real measure of the success of our social media communications. This means looking beyond acquiring likes, shares and follows, to developing strategies to build advocacy from the online community as a powerful tool of influence, since 90% of online participants trust peer recommendations, compared with 14% who trust advertising.

As such, we?ve refined an Integrated Social Media Engagement framework to help government enterprises establish and sustain public engagement, for tomorrow.

1. Listen
Enterprises should closely monitor online conversations, to decipher pertinent issues and pick out key trends, tonalities and sentiments. In short, take a macro perspective of the online conversation landscape.

2. Profile Stakeholders
No two stakeholders are alike, so to conduct deep engagement, we must recognise their diverse positions and concerns. This means understanding the ASPINE (Actions, Sentiments, Perceptions, Interests, Needs and Expectations) of stakeholders, and leveraging these as key target points of engagement. Using ASPINE as a tool, government agencies might uncover blind spots and anchor constructive points of engagement that relate to stakeholders.

3. Communication Strategy & Roadmap
We need to ask, what are our desired communication outcomes? The answer: Mindshare, Heartshare, & Action. Mindshare refers to creating stakeholder awareness and interest in your engagement; Heartshare, to the buy-in through positive influence and support engendered; and Action, to the acting on your engagement. Use this framework to guide your engagement strategies.

4. Engage-Influence-Advocate
Manage and influence the relationships and experiences of online stakeholders. Don?t go in with a transactional mindset. Rather, execute your engagements in a way that supports conversations on a personal level. This could mean adopting a people-oriented tonality of engagement, addressing each participant in person; or sustaining real two-way conversations.

Do this and you will then develop a credibility that gives people compelling reason to engage you online. Because they will start to see that you?re not merely keen to ?market? to them the government, but you?re listening and empathising with them, as real people with real concerns.

So for government agencies thinking of how best to move forward beyond Social Media 1.0, start by putting the ?social? back into social media: build relationships through quality conversations and focus on the online experience of your stakeholders.

Myanmar's Suu Kyi to meet Clinton in Washington

WASHINGTON (AP) ? After years of decrying oppression against Myanmar's democracy leader, the United States is getting to celebrate her freedom as Secretary of State Hillary Rodham Clinton welcomes Aung San Suu Kyi to the State Department at the start of her landmark tour of America.

Nine months after they met at the Nobel laureate's crumbling lakeside villa in Yangon, Suu Kyi and Clinton on Tuesday were to discuss the political changes in the country also known as Burma and whether Washington should ease its remaining economic sanctions in response to the reforms.

Hours before Suu Kyi touched down in Washington on Monday, Myanmar announced a new round of more than 500 prisoner releases, reportedly including political detainees. State Department spokeswoman Victoria Nuland said the U.S. has yet to identify those freed and declined to comment on whether the U.S. could soon waive its import ban.

Since Suu Kyi herself was freed from house arrest in late 2010 she has transitioned from dissident to parliamentarian. Now confident of her position in Myanmar and free to travel abroad without being barred from returning, Suu Kyi has in the past four months also visited Thailand and Europe, where she was accorded honors usually reserved for heads of state.

She's also assured of star treatment in the U.S., where she's revered by Democrats and Republicans alike. The ceremonial highlight of Suu Kyi's 17-day U.S. visit will come Wednesday when she is presented Congress' highest award, which she was granted in absentia in 2008 when she was still under house arrest. She also is likely to be welcomed to the White House.

That's a powerful sign of how a former pariah state has shifted from five decades of repressive military rule, gaining international acceptance. The Obama administration has been at the forefront of the re-engagement, which gathered steam when Clinton visited Myanmar in December. In July, the administration allowed U.S. companies to start investing there again.

"For her to come here and collect the Congressional Gold Medal and celebrate with the activists who have stood by her for so many years is momentous," said Suzanne Nossel, executive director of Amnesty International USA, which will host Suu Kyi on Thursday. The rights group hopes Suu Kyi's visit will help energize a new generation of activists.

But the administration is being careful to balance its plaudits for Suu Kyi with praise and recognition for the former general who has made the reforms possible, President Thein Sein. He arrives in the U.S. next week to attend the U.N. General Assembly's annual gathering of world leaders in New York. Any announcement on easing the import ban is likely to take place at that time.

In a sign of that diplomatic balancing act, a key aide to Thein Sein, Aung Min, who has been at the forefront of cease-fire negotiations with Myanmar's ethnic insurgents, will have high-level meetings at the State Department on Wednesday. He also will attend Suu Kyi's Congressional Gold Medal ceremony at the Capitol.

Suu Kyi is under political pressure from Thein Sein's government to urge the U.S. to remove the remaining sanctions. It's a step she appears willing to consider, although many of her longtime supporters in exile oppose it, saying reforms have yet to take root and Myanmar should not be rewarded at a time when ethnic violence is escalating in some parts of the country.

Fighting in northern Kachin state between the military and ethnic rebels continues and has displaced tens of thousands of people. Communal violence in western Rakhine state in June left scores dead, and Suu Kyi herself has faced some criticism for not speaking out in support of the region's downtrodden Rohingya Muslims, who are denied citizenship.

Despite her global standing and April election to parliament, Suu Kyi still has little clout in the military-dominated legislature, and rights activists fear that military cronies will benefit most as Myanmar opens up to foreign investors.

Suu Kyi will have a frenetic schedule in the U.S., combining high-level meetings with award ceremonies and get-togethers with Burmese expatriates and activists who long campaigned for her release.

On Wednesday, when she is presented with the congressional award, Suu Kyi will meet with House and Senate leaders. The White House has yet to announce whether she will meet President Barack Obama.

After Washington, she travels later in the week to New York City, where she worked from 1969 to 1971 at the United Nations. Suu Kyi then will go to Kentucky to address the University of Louisville, before traveling to meet with one of America's largest Burmese communities in Fort Wayne, Ind. She also will visit San Francisco and Los Angeles.
